2004 Retired Workers Council and Conference
September 5 - 10

This is a call letter to the annual CAW-Canada Retired Workers' Conference to be held at the CAW Family Education Centre, Port Elgin, from September 5 to September 10.

Registration will begin at 2:00 p.m. on Sunday. The conference will commence after dinner on Sunday and adjourn at noon on Friday.

REGISTRATION DEADLINE - AUGUST 15, 2004

Please note new rates, as follows:

Delegate Fee $ 820.00 (after accredited $250.00 subsidy)
Fraternal Delegate Fee $ 1,070.00
Fee for Spouse (if local is paying) $ 225.00 (if local is paying)
Fee for Spouse (if delegate is paying) $ 225.00 + $27.00 tax (if delegate is paying)
For Delegates and Fraternal Delegates not accompanied by a spouse, the fees will be based on shared accommodation, as follows:
Delegate Fee $ 505.00
Fraternal Delegate Fee $ 755.00

[All rates quoted above include five (5) nights accommodation, conference materials and meals (beginning with dinner on Sunday, up to and including lunch on Friday]

Delegate Entitlement is as quoted under Article 48, Section 4 of the CAW Constitution, as follows:

  1. Each Local Union Retired Workers' Chapter is entitled to one retired worker delegate;


  2. Each Chapter with more than 1,000 members is entitled to one additional retired worker delegate for each 1,000 members or major part of 1,000. The National Executive Board may approve additional representation;


  3. Each Area Retired Workers Council that was set up by the National President is entitled to three retired worker delegates. Each additional Council that was created by the National Executive Board is entitled to one retired worker delegate;


  4. Each Local Union is entitled to one delegate named by the Local Union President (such delegate must be an active worker).

Any disputes over delegate entitlement status will be settled by the Credentials Committee.

All room and board fees must be paid in advance by cheque , Visa or Master Card. Cheques are to be made payable to the "CAW Family Education Centre" and mailed along with the enclosed delegate registration and reservation forms directly to the CAW Family Education Centre, R. R. #1, Port Elgin, Ont., N0H 2C5, Attn: Reservations. If you wish to pay by Visa, please call the Centre, toll free 1-800-265-3735 or at (519) 389-3200 and give your credit card number.

Cancellations must be made 24 hours prior to the Conference. Failure to do so will result in a billing for the first night's accommodation cost.

All registrations for the Conference and accommodation at the CAW Family Education Centre will be handled on a first-come, first-served basis. In order to participate in the Conference, delegates must have accommodations at the Centre. If the Centre is fully booked you will be responsible for making your own alternative arrangements or your Local may do so on your behalf.

Travel allowance is provided to the conference participants whose chapter is over 800 km. from Port Elgin, ON. Those participants (1 per Chapter) will be compensated for all travel in excess of 800 km. one way. An airline ticket will be reimbursed by the National Union, however approval must be arranged before hand. If you decide to drive rather than fly you will be reimbursed up to the cost of economy air fare as arranged by the National Union.

Subsidy Eligibility - The cost for duly accredited delegates has been subsidized, in the amount of $250.00, by the National Union and the CAW Council. This subsidy applies to accredited delegates only. Any local union or retired worker chapter which decides to send fraternal delegates, must assume the total cost of $1,070.00 for each fraternal delegate.

Resolutions and Bylaws to be brought to the floor of this Conference must be submitted to Gary Lilley's office no later than June 18, 2004. If resolutions are to go to the CAW Council, they must first be approved by your local union membership. The local union must then submit the resolution to the CAW Council stating the resolutions have been approved by both the retired workers' membership and local union membership.

Retired Workers' Chapters and Area Council Reports are expected to be submitted (typed please) to Gary Lilley's office no later than June 18, 2004 in order to have the reports prepared in booklet form for the delegates.
